Professional Degree specialized in Legal Skills (For Government Legal Counsels)

This program aims to develop professional legal skills for the targeted group, in order to improve their performance, standardize their work methodologies, and unify the common legal language used between lawyers.

The program contributes to improve the overall performance of the targeted group, and to develop the institutional environment by developing the participants’ capacities to contribute in reforming the justice sector, and facilitate Palestinians’ access to it.

The program aims to achieve the following objectives:

  • Provide an educational program based on providing participants with legal knowledge, applied professional skills and values ​​in order to help them offer quality and professional legal services.
  • Improve the professional level of participants and support their practical abilities to enable them to engage in practicing the legal profession with high competency.
  • Create equal opportunities to qualify and train participants, and create a new permanent source that can be used by the participant to develop their work.
  • Advance the legal profession towards consolidating the principles of justice, and rule of law.
  • Provide the participants with the correct legal methodologies in various legal formulations.
  • Unify the legal language among practitioners.
  • Provide participants with the legal skills needed for developing their work in order to improve the official institution practice and work.

Program duration

One year, divided into three academic terms, each term is four months.

Method of Teaching

A Variety of teaching methods will be applied with a focus on practical aspects in addition to research, analysis, discussion, workgroups, lectures and other interactive methods.

This program includes core courses and supporting courses, as follows:

  • Main courses:
  • Principles of criminal tribunals and justice.
  • Legal skills “Legal Consultancy”.
  • Alternative dispute resolution (arbitration, mediation, negotiation).
  • Administrative disputes before the Supreme Court of Justice.
  • Strategic planning and management.
  • Legislation and policy making.
  • Legislation regulatory impact assessment.
  • Functional writing techniques.
  • Juvenile criminal justice.
  • Gender mainstreaming in legal concepts and the legal system.
  • Principles of transparency, integrity, accountability and anti-corruption in public work.
  • Graduation Project.

In the main courses, the participant must complete 8 courses, which is equivalent to 31.8 units of continuing education (318 hours of lectures).
