Institute of Law launches the Professional Diploma Program in legislative drafting - the first of its kind

The Institute of Law at BZU launched on 31 January 2011 the  Professional Diploma Program in legislative drafting, which is the first of its kind in the Arab world. The event was attended by H.E. Dr. Naim Abu al-Hummos, Secretary-General of the Council of Ministers, H.E. Dr. Ali Khashan, the Minister of Justice, Dr. Munir Qazzaz, BZU Vice President for Community Affairs, Dr. Ghassan Faramand, Director of the Institute of Law, and representatives of the concerned official institutions.

Dr. Faramand emphasized the importance of the Diploma in legislative drafting in Palestine , shaping the Palestinian school in legislative drafting, blessing  the efforts of all those who contributed to the support of this program.

In his speech, Dr. Qazzaz confirmed the existence of problems in legislative drafting and legislative process as a whole, stressing that the creation of this type of program will work on unifying the proper foundations of legislative drafting, and developing the legal skills of workers in this field, emphasizing the role of the official partner institutions in this area.

Dr. Abu al-Hummos emphasized the significance of this program and its role in contributing to institutional building in the future Palestinian state, considering it one of  the forms of state-building, stressing on the expected role of the legal leaders in the future.

Dr. Khashan stated that the program must be of high level of professionalism and creativity, emphasizing the need to differentiate between legislative drafting as text, and legislative policy and the philosophy of legislation. He noted that  policies should be based on rights, freedoms and human rights, stressing that the legal advisers participating in this program will be the core of the Palestinian legal system

   Participants in this program are legal advisers from different institutions of the Palestinian Authority, aiming to unify the foundations of legislative drafting in Palestine, which the Institute undertook to develop and standardize legislative drafting in accordance with  scientific principles and methodologies
