Iyad Tumar
Dr. Iyad Tumar is an Associate Professor in the Electrical and Computer Engineering Department (ECE) at Birzeit University (BZU). Dr. Tumar is the Vice President for Administrative and Financial Affairs. He has been the Dean of Students Affairs since February 2022 until August 2024. Previously, he served as Assistant Vice President for Academic Affairs from August 2019 to February 2022. He also chaired the ECE department from September 2013 to August 2016. Additionally, he holds the position of President of the IPv6 Forum Palestine Chapter (www.ipv6forum.com). Dr. Tumar is a member of the Board of the Higher Council for Excellence and Innovation by presidential decree issued by President Mahmoud Abbas. Dr. Tumar earned his Bachelor's degree in Electrical Engineering with a focus on Communication Systems in 2002, followed by a Master's degree in Scientific Computing in 2006, both from Birzeit University in Palestine. He obtained his doctoral (PhD) degree in Smart Systems from Jacobs University Bremen in Germany in 2010. During his time at Jacobs University Bremen, he was a research associate and a member of the Computer Networks and Distributed Systems group, Dr. Tumar served as a project manager for several research projects, and capacity-building in higher education, funded by Qatar National Research Fund, the EACEA in Brussels (EU Comssion Fund), BMBF and DAAD in Germany, French Consulate in Jerusalem. He has managed three exchange programs: one with Middlesex University in London, United Kingdom, another with FH Dortmund in Germany, both funded by Erasmus+, and a third with Siegen University in Germany funded by DAAD. Since 2012, Dr. Tumar has successfully concluded numerous projects aimed at establishing master's programs in Software Engineering, Health Informatics, as well as pathways in Serious Games and Enterprise Systems Engineering. He also successfully closed a research project on smart cities funded by Qatar national research fund. Dr. Tumar's research interests include resource management of disruption-tolerant networks, wireless communication, smart wireless networks, cognitive radio networks, wireless sensor networks, underwater networks, network management, digital systems, Internet of Things, machine learning and algorithms, Artificial Intelligence (AI), and fostering innovation and entrepreneurship in ecosystems using ICT. He was a research associate and a member of EMANICS (European Network of Excellence for the Management of Internet Technologies and Complex Services) funded by FP6 and FP7 from 2007 to 2010 (know as Horizon these days). He is an active member of Horizon networks funded by EU Fund. Dr. Tumar has organized numerous events at BZU and Jacobs University Bremen. He chaired the IPv6 Act Now Workshop held at BZU in April 2012 and the IT security workshop in February 2012. He moderated the PFDP program workshop about University-Private Sector Collaboration in the IT sector in Ramallah in April 2012. Additionally, he initiated joint projects between the Electrical and Computer Engineering department at BZU and several IT companies in Ramallah to bridge the gap between industry and academia. He served as a member of the local organization committee of the 2nd International Conference on Autonomous Infrastructure, Management, and Security (AIMS2008) and is a reviewer for many IEEE, ACM, Elsevier, and Springer Journals and Conferences, as well as other conferences in Europe focusing on computer networks and security. Dr. Tumar established the IPv6 Forum in Palestine in March 2012. He organized several summer schools at different EU universities, such as the International Summer School in Software Engineering at Koblenz Landau University in Germany in July 2016. He co-organized the 1st workshop in social innovation for undergraduate students from Germany and Palestine at Siegen University in Germany in August 2016, followed by the 2nd workshop in August 2017, and the 3rd workshop in August 2018. Dr. Tumar participated in organizing a summer school about serious games with Utrecht University in Netherlands in 2017. In September 2018, Dr. Tumar organized a conference on how to foster Entrepreneurship in Science, Technology, Engineering, and Math (STEM) at BZU. He also organized a Summer School on Enterprise System Engineering in July 2022 and a Summer School on fostering innovation in STEM disciplines in 2023. In August 2024, Dr. Tumar organized a summer school about startup academy "How to establish startups in ICT fields” at Siegen University in Germany. Dr. Tumar is annual participant in Dortmund IRC conference and conventions since 2018.
