The Call for Application « PNRR/TNE mobility grants for study » at the University of Palermo in the Academic year 2025/2026
Art. 1 – Scope of the project
This mobility opportunity is part of the MARE Project (Mobility and Research in the Mediterranean Region), a TNE (Transnational Education) initiative funded under the Italian National Recovery and Resilience Plan (PNRR), Cod. TNE23-00049.
The project aims to enhance academic cooperation, foster student and staff exchanges, and promote joint research activities among Mediterranean universities. Through this mobility program, participants will have the opportunity to engage in high-quality academic experiences, strengthen international partnerships, and contribute to the development of key thematic areas such as WP3 - Migration, Social and Political Change. This initiative seeks to provide students and academics with a unique opportunity for professional and academic growth within the Mediterranean region.
Within this framework Birzeit University is launching this call for applications for mobility opportunities with the University of Palermo during the academic year 2025/2026.

Art. 3 – Financial contribution
To facilitate international mobility, a financial contribution is provided to support mobility-related expenses; however, it is not intended to cover the full costs.
The student receives financial support from PNRR/TNE funds, which includes:
- Monthly base amount for individual support for mobility for a maximum amount of €900.
- Travel financial contribution for a maximum amount of €395.
Students awarded PNRR/TNE mobility funding cannot receive any other type of financial support for the same period in which they benefit from the funding under this call.
Art. 4 – Eligibility
Eligible participants are:
Students studying at Birzeit University enrolled in relevant program: Cooperation, Development, Migrations, Social and Political Change.
Art. 5 – Selection criteria
Selection criteria:
Students are selected according to their academic excellence:
- Grades throughout the academic years;
- Averages of specific modules selected by the committee;
- Linguistic capabilities;
- Other academic criteria selected by the committee (e.g. number and recognition of selected courses, department recommendation, …etc).
Required documents:
- CV (maximum 2 pages);
- Copy of national ID card;
- Copy of Passport;
- Letter of motivation;
- Transcript of records of previous academic studies;
- Copy of the diploma (BA certificate);
- Certificate of registration for 2025/2026 academic year;
Art. 6 – Dates and deadlines
The deadline to receive your application on Ritaj under “Academic Mobility” is Friday, 30 May, at 11:00pm (Palestine Time).
Art. 7 – Application procedures
Application procedures:
Interested students are advised to submit their applications through the university portal “Ritaj”. The application includes the required documents mentioned in Articl.5 above.
The selection committee will review the applications and interviewed the shortlist, then share a selection minutes including the nominations that will be shared with the partner university by June, 3rd ,2025.
Art. 8 – Announcement of selection results
- To be considered applications have to be submitted on time and supported with the necessary documents.
- Applications will be evaluated according to students’ academic files and the interview.
- A good knowledge of English is required for all students.
- Selected students for the MARE grant are not allowed to receive any other funds or work for the same period of study.
Art. 9 – Grant Agreement
The student awarded a mobility placement must sign the Grant Agreement, which establishes the rights and obligations between the student and the University of Palermo within the framework of international mobility, including for the purpose of financial contribution disbursement. The contract specifies the period and duration of the mobility, as outlined in the Learning Agreement.
The contract is prepared by the [name of Italian University] to the student's institutional email address. If the student fails to return the duly signed contract within 10 days from the date of receipt, the offer will be automatically revoked.
Mobility can only begin once the agreement has been signed by all parties involved.
Art. 10 - Mobility Period and Extensions
The PNRR/TNE mobility must be completed by March 31, 2026.
It is possible to request an extension of the mobility period beyond the duration specified in the Mobility Contract, but in any case, the mobility must end by March 31, 2026. The student must obtain prior authorization from both the host university and the Degree Program Coordinator.
No additional financial contribution will be granted for the extended period.
Art. 11 - Health Insurance
The sending organisation shall make sure that the participant has adequate insurance coverage either by providing the insurance itself, or by providing the participant with the relevant information and support to take an insurance on their own.
