CCE
is seeking a qualified consultant for a project implemented currently by CCE
for the UNDP/DEEP program

The
project aims at capacity-building of UNDP/DEEP stakeholders and is consisted of
three components:

1.      Capacity-building
of the Ministry of Social Affairs (MoSA) fieldworkers

2.      Capacity-building
of the UNDP/DEEP Project Management Unit 
(PMU)

3.      Survey of
orphans receiving aid from the Qatar Charity

The
Consultant will be responsible for the following:

Component # 1: Capacity-building of the Ministry of Social Affairs
(MoSA) fieldworkers:

1.        
To develop the training material
for the capacity-building of MOSA fieldworkers, in the following topics:

  • Sustainable Livelihood
    Approach (SLA): General frame work and concepts
  • Households' capitals
  • Factors affecting households'
    capitals
  • Livelihood strategies and
    outcomes
  • Poverty: General concepts and
    indicators
  • Measuring poverty
  • Poverty in Palestine
  • Social protection
  • Food security
  • Establishing
    income-generating activities for deprived families as a worldwide-acknowledged
    best approach to poverty alleviation on a micro level
  • Household Assessment Tool
    (HAT) and application
  • HAT analysis

 

2.        
To deliver a 5-day workshop for
20 MOSA fieldworkers, in the SLA and poverty concepts and tools

3.        
To provide On-job coaching of the
MOSA fieldworkers (in 11 district offices; one day for each fieldworker), on
the poverty-reduction interventions targeting the poor families

4.        
To develop the training material
for MOSA fieldworkers, in research techniques

5.        
To deliver a 2-day training
workshop for MOSA fieldworkers on the research techniques

Component # 2: Capacity-building of the UNDP/DEEP Project
Management Unit  (PMU)

1.     
To refine the poverty scoring
card developed by the CCE team during the first phase of the DEEP project,
based on the latest data on the consumption & expenditure survey by the
Palestinian Central Bureau of Statistics. Specifically, the consultant shall
develop 2 cards: Poverty scoring card for West Bank and Poverty scoring card
for Gaza Strip.

2.     
To develop the detailed technical
guidelines for using the poverty scoring cards including development of all
required forms

3.     
After completing the poverty
score cards, the Consultant shall develop the outline for the training workshop
targeting the UNDP/DEEP stakeholders, on the cards application.

4.     
To deliver the 3-day training
workshop in dealing with advanced statistical tools in poverty measurement. The
training will target PMU, MOSA, and MOL senior staff

Component # 3: Survey of 3500 orphans receiving aid from the Qatar
Charity

1.     
To develop the survey framework
(based on the SLA approach) for the survey of orphans receiving aid from the
Qatar Charity (3500 orphans from different West Bank localities)

2.     
To develop a questionnaire for
collecting the data for the Qatar survey; the questionnaire shall collect data
regarding: (i) general information about the household; (ii) detailed
information about each member of the household, their health status,
educational attainment, and relation to the labour force; (iii) the residence,
ownership of durable commodities and access to public services; (iv) living
standards of the household; (v) existing and potential income generation
projects in addition to available agricultural land and livestock; (vi) review
of the available skills and expertise among household members.

3.     
To develop a training manual for
the data collectors training

4.     
To train 30 data collectors

5.     
To supervise the fieldwork

6.     
To verify the data collected,
through field visits to the randomly-selected respondents and, after data
collection is finished, through visits to each household, for which the clear
conclusions cannot be made based on the data available in the questionnaire.

7.     
Because the is expected to
analyze each targeted household on an individual level and draw conclusions for
each case, the two types of data analysis will be employed: (i) the senior
consultant will thoroughly study EACH questionnaire (and conduct verification visits
if additional information is needed for decision-making); and (ii) the senior
consultant will conduct statistical analysis to analyze patterns and overall
situation with the targeted households.  

8.     
To develop a complete database of
household information including the recommendations for each household

9.     
To develop a final study report
that shall include a synthesis of general population data, description of
recommendations made and lists of households under each of the categories
outlined above. The report shall also include a comprehensive roster for all
surveyed families. The survey's report shall provide clear and justified
recommendations for the targeted households whether the households:

  • To be
    excluded from assistance
  • To be
    suggested for economic empowerment
  • To remain on
    the assistance list

10.    To present
the study findings to the PMU and Qatar Charity

11.    To finalize
the report and database based on their feedback  

Expected level of effort: 110 working
days

Implementation period: June 2011 -
November 2011

Expertise required:

  • Proven experience in design and
    implementation of poverty alleviation projects in Palestine. Consultants with experience
    of working with the UNDP/DEEP will be given a preference
  • Proven experience in development
    of training material and field manuals in poverty reduction, SLA, HAT, and
    research (samples of the material will be requested to present)
  • Training experience (at least 5
    years); experience in delivery of the training workshops in poverty reduction
    is a must
  • Experience in design and
    implementation of surveys based on SLA
